MINUTES FOR MEETING
July 19, 2011

PRESENT:  
Paul Richards, Holly Palmgren, Ron Thompson, David Getman, Tom Lynch, John Vieira and David Caporello from the PCC were in attendance.

MEETING:
Holly Palmgren called the meeting to order at 7:00 pm.

The minutes for the June 21, 2011 meeting were read and accepted as written.

NEW BUSINESS:

An informal meeting took place regarding a NOI for the Town of Princeton with Shelly Hammond, Glynn Lyons and Larry Green present.  It is for road reconstruction from Mirick Road to East Princeton Road.  A culvert needs replacing for the stone box culvert in a natural low spot being one of the 3 areas affected by resource areas.  The Road Advisory Committee is trying to get a Strap Grant for this project.  A site visit will take place August 1, 2011 at 5:30 PM meeting at the intersection of Beaman and Mirick Roads.  An abutter John Mirick was present.  The Mass Historical Society needs to be notified because of the stone box culvert.  Proper advertising will take place so this can be on the August 2011 agenda.
A draft letter from Al Futterman, Land Program Director from the Nashua River Watershed Association was received and signed by Holly Palmgren regarding the Forest Legacy Program...
A site visit took place at 53 Worcester Road, Princeton on June 20, 2011 with a perspective buyer who had concerns regarding putting an addition on to the barn on the side toward the pasture as well as the possibility of having goats or sheep at this location.  PCC informed him that the area needed flagging.  Stephen Knapp and his wife attended an informal visit with PCC and had the area flagged by Doug Andrysick.  He had a plan with a proposed barn added to the existing horse barn; he was hoping to build on a slab with a recharge trench around the perimeter.  PCC discussed that the grading needed to be put on the plan and that a NOI needs to be filed.
OLD BUSINESS:

A NOI was received from Doug Andrysick Land Surveying for the Town of Princeton, Open Space Committee for a 50 foot pedestrian bridge over the East Branch of the Ware River off Old Colony Road, Princeton.  DEP File No. 267-352.   This will be a Community Involvement Project and should take between 4 – 6 weekends to complete

the work.  Additional information needs to be submitted to PCC:  A letter showing that the River Front Standards are to be complied with; a Storm Water Standards check list; a statement that all work is in the buffer one; a NOI mailed to Natural Heritage and flood elevations.  It is on an abandoned Town Road. 2 Letters were received from Nat’l Heritage. Doug Andrysick asked that the project be continued to the August 16, 2011 meeting.

A continuation of an Abbreviated Notice of Resource Area Delineation was requested by Andrysick Land Surveying for Robert Porter/K&R Revocable Trust for Map 3 Parcel 8 on Westminster Road, Princeton, MA, for wetland delineation of a vacant lot.  Applicant requested that this project be withdrawn, the property was sold.

OTHER BUSINESS:

PCC received a call from NEADS looking for information regarding a fund raiser called a Rubber Puppy Race in the Still Water River; the PCC had no concerns or issues with this.

PCC had a call from Mrs. Dubman, Princeton Historical Commission regarding the demolition of the old school house on 96 Ball ill Road.  Holly will respond to her that it is the owner’s responsibility to notify the PCC if there are resources in the area.

Malcolm Chase left a voice message for Holly Palmgren regarding a backhoe in the wetlands at 40 Calamint Hill Road.   David Getman will look into this complaint.

Tom Lynch to present the PCC with an update on the Wachusett Mountain Road Project.
Tom Lynch had photos for the PCC to see and stated that the 2nd Parking Lot looks good with the wall they installed.  They are aiming for Labor Day for the cement work for the tower at the top, and the Administration Road is not done yet.

Wachusett Mountain Association – Ski Area – have had drainage problems and referenced the RDA in accordance to Area 13 from a filing in June 2010.  Also PCC received 3 DEP File No.’s for the Ski Area and have no knowledge of what they are for.  Tom Lynch spoke to Don Stoddard and no submission have been filed yet; an email from Don Stoddard with photos is in the file.

PCC requested that US Geological Maps be ordered for Sterling and Fitchburg Areas.  The Map Center phone # is 1-888-568-6277.  Map Center newest maps are 1988.  They will be ordered.

David Getman will look at the cutting on Esty Road and will follow through with Jack Jackson DCR regarding the cutting done by Calcia Tree.

PCC to discuss the use of the Hayfields Lease Monies, the specific uses, David Caporello will update the PCC at the August meeting.

FOREST CUTTING PLANS:

Jane Lattamore attended the PCC meeting with concerns regarding a Forest Cutting located behind her home on Ball Hill Road.  There was a Forest Cutting Plan for Brook Station Road that runs through the woods to behind her home.  Tom Lynch explained to Jane the procedure for cutting.  She was going to speak with Jack Jackson from DCR regarding the Girard Property Cutting Plan.   Tom Lynch spoke to Joe Lee about this inquiry.
